- Preheat oven to 350°F (175°C) and line a 9x13 inch baking dish with parchment paper.
- Mix melted butter and sugar until smooth, then add eggs one at a time followed by vanilla.
- Combine cocoa powder, flour, salt, and baking powder then fold into the wet ingredients.
- Stir in chocolate chips and spread batter evenly in the prepared pan.
- Bake for 25–30 minutes until a toothpick inserted shows moist crumbs. Cool completely.
- Beat butter and powdered sugar together, then add cream and peppermint extract to create mint frosting. Add green coloring if desired.
- Spread mint frosting over cooled brownies and chill for 15 minutes.
- Heat cream and pour over chocolate chips and butter, stirring until smooth ganache forms.
- Spread ganache over the mint layer and refrigerate until set before slicing.
